Where can i get these 60% shield for atk? is it gach? or drop from monster. and tell me what gach/monster drops

Awhile back, the only way to receive it would be to gach at NLC. I remember some idiot dropping it when he was gaching at Mushroom shrine. I WAS SO HAPPY. Was awhile ago during the first gachapon box event. I ended up selling it for 30k NX Also, I bought it from a guy 2-3 years ago. FOR 10 MIL. It was during when shield attack was this new thingamabob.
