Best Video Card for Under 200

What's the best video card for under $200. I have Win7 so keep that in mind. I was going to get the XFX Ati Radeon 5770, but I read that it does not work well with Win7, and that they have a tendancy to send faulty cards.

nothing wrong with the 5770 and win7... i have built 2 pc's with that combo and both work fine btw what are you current pc specs

The actual wattage rating is not very relevant. What you're looking for is the amount of amperage on the V12 rail, which is what specifically the graphics card is powered by.
