Have to exit twice to exit a window

Title basically says it, I haven't changed any settings and I'm pretty sure this started happening before I installed my tablet so I don't think it's from that. Any suggestions? It just happens on internet windows too btw. :/

What browser are you using..? How are you trying to "exit" the windows..? (That is, what exactly do you do..?) What exactly happens the first time you "exit"..?

It's IE and Firefox, it happens when I right click at the bottom and tell it to close. Nothing happens so I have to do it again. Strangely the x in the upper right of the window is fine. This isn't a huge deal it just bothers me because this is happening and my CS4 is getting clunky (getting sluggish, shortcut keys don't work sometimes) and I'm just worried my computer is going to fall apart on me. Just last one more year computer, graduation is coming!

That's odd... usually difficulties in closing an application will apply equally to all methods of exiting. If things are acting "clunky" in general though, have you run thorough scans with both an anti-virus scanner AND an anti-spyware scanner, just to be sure it's nothing evil that's taking up system resources..?
