Water is not important to me so I would say it is half full because if it was half empty I would be implying that I would want more, which I don't. But if it was a glass of coke..

Dump it out and it's empty. Cut the glass in half and it's full. Currently the cup is holding half it's maximum capacity. The cup is two times as large as it needs to be.

In order for a table to be half full...something that takes up at least half the length of the table would be needed in order for it to be considered half empty or half full. Since the glass of water is definitely less than the length of the table. The question you are asking is null and void.
