So there is this Dragon's Tail for sale, It has about 14luk 119 ATT, Hammered Twice and is 2 lined(I think thats what you call it). Its 20%+ ATT when fighting a boss and 6% range. Is 1.5B a good price for it or am I getting ripped off.

It's an average deal, you surely won't be making any profit out of it. 107atk hammered sells for ~45k nx in MTS and that's without the potential unique, 20% boss damage. Add ~30-50k nx to get those potential stats and it should even out to ~1.5bil. I'm betting he's willing to lower it maybe a hundred miil.
