I got a average Lv 50 katara. I got potential on it and it said "5% chance to inflict lv 1 ice" what does it mean? and how much would i be able to sell it for?

The potential means you have a 5% chance to freeze a monster. The katara wouldn't sell for much though, seeing as how it's clean (is it? I'm assuming here) and only lvl 50.
