WHY Do PEOPLE SAY "LA"? RAGE!

Every day I see people talking in a certain way that's kind of English except they say "La" after some words. i.e.) Hi la how are you la? WHAT IS THIS? For people just now entering, please stop saying things about french/spanish, we've already covered it's generally from asains.

In the game Just Cause 2 all the other characters speak like this. The game takes place in a fictitious asian island. I would i assume that is a form of dialect from certain pacific islanders.

must be some sort of dialect .. just like most bulgarians say "��" or "��" in the beginning of each sentence...
