I always thought it was so hackers couldn't make a hack to get to 99.99% EXP (Even though EXP is probably server sided)

I think it has something to do with the way round numbers. And why are there like 5 theards about Lv.199/200?

its because even if your 99.989%, maple rounds that down to 99.98%, making 99.99% virtually almost impossible. there are a few odd levels that ccan reach 99%, though.
