In the Big Bang patch, the skill books and quests are removed. When you advance to 4th job, you will have all of your skills immediately available. Honestly, I think this is pure crap. I agree with removing the skill books as some of them are quite hard to find, but removing the quests? The quests are a small challenge, but they're far from hard or impossible. I think that they should keep the quests as it's a little something special to do once you hit 4th job. As far as the "Town-specific" books, I believe what they mean is you will only get archer books if you gacha in henesys, pirate books if you gacha in nautilus, etc.
