You can't find him because he is not there. It's glitched. He's supposed to be on the left of the 2,1,3 doors, yet he isn't. Probably they forgot to add him.

Ok, I just found out that people can't accept the quest anymore (nexon probably blocked it). I also found out that if you have accepted the quest already, you can't enter the future bing's room without going through the entire pq again, which takes about 20min... I hope nexon fixes this soon. This sucks
