Lemme end this right here. 1. To make an nexon account, you need a KSSN, which you will be able to obtain only if you are a citizen of South Korea. 2. I dont know about now ( but it used to be when i was in middle school in korea), but you need an active Korean cell phone number for confirmation. 3. Even if you miraculously manage to get those two listed above, if you cant read and write Korean, its almost no use playing. And to answer your original question, Yes it is illegal to Play KMS when you DO NOT satisfy the above conditions But it is illegal to use someone else's identity. Though idont know what the repercussions might be. (Possibly a ban?) Hope my reply makes sense for people.

It's legal to play kMS, it's just illegal to steal someones identy (KSSN). If you are from korea, but moved to fe USA and you still want to play kMS, you can do it (with a lag, but still - you can). That's why there's no IP Ban.
