Should I just skip video card?

I want to build up a decent computer but I have a $ limit so I'm wondering if I should just get a good mother board and work my way out with the integrated chipset until I get enough $ to buy a decent GPU.

I gave him a combo for a 4870 + 600W OCZ CPU for only $120 or something like that. Anyways, yes, running an integratet chipset will work. Unless I'm mistaken, from what I remember, the Geforce 8200 was weaker than the HD3200 (AMD 780G), so I would expect the HD4200 would do better as well.

Again, the Biostar Motherboard is your best bet for now. It won't run all games smoothly (like Crysis), but you can't expect too much performance out of something (or anything) integrated with your motherboard.

Then which one would be the best for GTA IV considering I have 4GB Ram & Intel Quad Core (Running on XP if it can help)

It looks like the HD4200 is capable of playing GTA IV for the most part, just set everything to low and your resolution to 800x600. On top of that, GTAIV is also somewhat CPU intensive due to crappy coding. Shouldn't be problem with your Intel QC.

I don't want to play it on low I want something that doesn't cost too much but can run GTA IV on high w/ good performance on 1024x768. Any recommendations? Thanks
