I would just leave a negative feedback for the user, since they are really supposed to sell it to you for that price. Sounds like he knows what it's worth

yeah i hate how people start bidding at certain price then when auction end they dont sell -_-. if they wanna sell for their prices and not auctions then jsut set in shop or for price you want -_-, wasting people's time
