Does anyone know what drops them? I can't seem to find any in the freemarket. It seems like the only way to get them is from the owl quest and skillbooks.

60%s and 10%s is probably found from drops/quests/CS mastery books. However, the 100% scrolls can be bought from Leafre's scroll seller in Entrance to Sky Nest.
