Are 100% cape for dex scrolls VERY rare?

I used an Owl Of Minerva in FM,and couldn't find it.Sadly,you can't buy it in an NPC shop..... And there isn't any auctions for em on basilmarket..(well,in Bellocan) Now,i'm trying to hunt them at sakura cellions on 2x drop.Not going well T.T. Are these scrolls only available from gachapon or something? (Also,if you have the scroll,please tell me.)

I'm pretty sure monsters drop them. Idk which ones, perhaps try Hidden-Street. And if they do, it would be a rare drop.

They're quite common but most people don't bother with them since they're only 500k.

lol? they're not rare I use to find them all the time killing them at the tree looking for a Maple llama they're pretty tough drop though but since the drop rate increased you should find em pretty fast they're worthless though

I cant seem to find a Cape for int 100% in fm....even after 10minutes of spamming and they arent very rare.
