Ok Well im a lv 45 dual blader and have been pypqin ever since lvl 40 and i was planning on epqing at 45(Pypqing gets extremely boring) and i go to the epq map and no one is there. I mean i started in windia and i know mardias unpopulated but no one? But anyways where should i pq/train now that epq is not a possiblity(If you epq in mardia lemme know). And thanks in advance

Wait until there are more people online, then wait in ch1 for a bit. You'll find some people soon enough.

CPQing is pretty good exp and fun from what I heard

It should go like this: 30-35, Mushroom Kingdom 35-40 Kerning Mall quests 40-45 LPQ or CPQ 45-70, PyPQ, BPQ, and then grinding

Sometimes there are "dry" times when no one comes to some PQs, especially in servers like Mardia. It's not the only PQ you can do! I recommend CPQ
