If I buy the mastery books. Whichever ones are required, when do i use them? Can anyone help me out with that

When you meet the required things in the description of the mastery book. Ex. Slash Storm 20 Must have level 5 Slash Storm in order to use.

Ok so does it matter when I use like let's say I'm level 103, and I decide to buy slash storm 20, does it draw me back in any way
