Why do we wait until lv94 to be able to hit both newties?

So I'm only lv86, but I'm curious to know why we wait until lv94? Says so according to this guide. So how come? I tried it right now and it's pretty good, except I have do 2 burst fires until I freeze again. Is it because it is more efficient with maxed octo, higher IS, and that you're generally a lot stronger?

The more often you freeze the less often you burst fire, rule of thumb middle platform once you can kill the front newtie with an initial freeze and a second freeze ~halfway. Freezing repeatedly just lowers your dps and most consider the effort at that point not worth the meek increase in %/hour. I can kill newties in one freeze on the middle platform but I rarely bother because sniping is almost as good and much easier with no pot burn. Those three things you mentioned are all important, octo is great, higher IS=longer freeze, and higher damage=fewer freezes.

Mostly your increase in damage (due to AP, equips, as well as a lower def reduction) and 3 second IS. Not so much octopus and level 1 gaviota (if you have it), but they can easily save you a BF on the first newtie.

I started killing both at lv 76, if you can only fit 2 shots in with freeze, use blank shot so you can fit in 5 shots, until you have a decent lvl of freeze. Dont worry the farthest newt cant hit you
