Whats with this new "Potential" stuff

I logged on today, not knowing much about the new patch and saw my friend saying: "Woot I got 10dex 5slot earrings" I doubted him, but throughout the day I saw guildies, buddies and alliance people saying stuff like this. Please explain to me how to works, with these "Scrolls, magnifying glasses and epic, rare" stuff Thanks

ok, potential items r items that be upgraded buy using magnifying glass(u can buy them form pot store), and there are 4 results, normal, epic, rare, unique. each assgns different stats, but the item need to be a saying "hidden potential" in order for the glass to work. if no hidden potential, u need a potential scrolls from cs. i know this sounds confusing, hope helps

If the item doesn't have hidden potential yet, then I believe you can use a potential scroll to give it a hidden potential.(or was it a mirrical cube from the cs...I forget)

Use a Potential Scroll on the item to make it �Unidentified� then use a Magnifying Glass to reveal the potential. � Potential Scroll - Assigns a potential to a normal ranking item without using the upgrade count. Success rate 70%. Item is destroyed upon failure. � Advanced Potential Scroll - Assigns a potential to a normal ranking item without using the upgrade count. Success rate 90%. Item is destroyed upon failure. � Potential Scrolls can drop from monsters in the world or they can be found by using the Miracle Cube Cash Shop item. Each Miracle Cube used will yield one scroll fragment. Combine five to create a Potential Scroll and 10 to create an Advanced Potential Scroll. magnifying glasses � Basic - Can identify items that are level 30 and below � Average - Can identify items that are level 70 and below � Advanced - Can identify items that are level 120 and below � Premium - Can identify all items epic, rare � Items are now separated into ranks. Items with a white border are Normal, items with a blue border are Rare, items with a purple border are Epic and items with a yellow border are Unique. White items are the most common and unique items are the most rare and hard to get. But they have the best attributes. � When an item drops from a monster they have a chance to be Normal, Rare, Epic or Unique. Items that are ranked rare or above will drop in an unidentified state. � An unidentified item is shown with a red border. Using the magnifying glass on the item will reveal its potential. Items that are unidentified can be rare or better rank potential. There are restrictions to the magnifying glass depending on the level of the item. An enhancement scroll works like a chaos scroll in that it boosts the stats the item has, excluding the potential scroll stats. So in essence it works like a chaos scroll but each successive scroll will give much better benefits. ie. the reverse wand SS showing it getting +200 magic attack on its base magic attack.

I have outlined what these scrolls will do and what they dont do; What these scrolls do; Can add an entirely new stat to an item Can increase the amount of stats an item has Can be used on any piece of equipment (except medals and shoulders) Chances to work decrease depending on the amount of stars your item has Blows up your item at 100% rate if it fails What these scrolls do not do; Take away item slots Take away stats

Once you start buying magnifying glasses it starts making sense. But i still don't get how a + 1luk% works whats the difference of that and without the percentage? Does it add 1 luk for every 100 base luk you have? o.o
