Question about the skill "Meso Explosion"

I can't really find info on how this skill works, and it's troubling me. My questions are (all save for the last are pre-ravmp in context): Is the damage dealt based on your damage range? Can the skill be used with a non-dagger? Does the skill rely on accuracy to hit? Will any of that change after revamp? There's some sort of 180% thing, but I haven't seen an explanation for that. I'm considering making an odd-CB and any information would be appreciated~

it's based on it's mastery level, your damage range, and the amount of mesos. After the revamp however, it will be a bit more based on your damage range and mastery level, rather than amount of mesos.
