ok well im lv 10 am i supposed to get something at lv 10 in order to get the adventurer ring from cassandra or do i wait till lv 20 to get the item needed to get the ring?

At lvl 10 u shoul get a weapon for ur class. Well that's wat I got

u get a weapon at 10 for adv. if cygnus you get at lvl 20 for ck's (iirc)

You get the ring at 51... If that's not what you meant then. 'Hero of Maplestory' quest is initiated at level 8....You've stuffed up if you didn't do that quest (lightbulb).
