I have all the required stuff to make an arcgalive but im not sure wat prequests i have to do..so can someone help me with that? and also, do i need to be lvl 100 to make it?

Do all subani quests (John's one in meso gears). Complete all the quests that those bandits guys ask for. the first is 50 phantom seeds second is 50 elder ashes and last I don't know.
