Does Elemental Wand/Staff affect Bishop's damage?

As title said. I have a friend that say yes. But I think otherwise. He doesn't have elemental wand/staff btw.

I may not be sure but i heard it does. When using an elemental wand that has an element that is naturally weaker than the monster you're fighting the bishops damage gets affected somehow. For example, an elewand 1 used against a fire resistant monster will lessen the damage.(?)

Well before I asked and bishop wasn't affected by elemental wand/staff. Because Holy isn't opposing any other elements on the staff/wand. But a friend said it does and he told me it recently changed...

Magicians with Mage in their name, such as I/L and F/P. Bishops using any elemental wand or staff will have their damage reduced by 25%. It wasn't this way at first, but it was implemented after they realized it was broken
