When Evans are released will they have the stronger, faster, and updated skills that were fixed? Or will there be another patch to update them?

More than likely, they'll get the updated skills. There's no reason why they should have the old ones since they've had a couple of months to prepare Evans.

We get them updated, obviously. Evans were slow and suckish. They updated them in KMST, meaning that even when they were released in KMS, they were updated.
