To people saying Neo Tokyo, MapleStory is published by a lot of other companies (LevelUp!, AsiaSoft, etc.) and each version probably wants its own unique content. Plus, Neo Tokyo would be semi-racist to Japanese people, so Nexon probably decided to change it to city (I think they should have kept the content though).
