Elemental staff and dark fog

I'm just asking will an elemental staff decrease the attack of dark fog for an evan since its a dark based element.

well... it shouldn't matter that much since dark fog has a 20 (?) second cooldown, right?

You won't be using that dark fog as a main attackiing/training skill. The point is to be focusing on 1vs1 power/damage with evans which is why their mobbing is handicapped so much. Even then, I feel that they hold little to be desired as their attacks might be strong but take forever to cast even with booster. Their ultimate has crap range too so not like it's going to do much even without an ele wand decreasing the damage. I also get a feeling it might be poison base since it's the only element that evan doesn't have, and dark fog just reminds me of pollution.

Ok and what bout the neutral attacks, like magic missle and the magic flare attack?
