EV trained raichu moveset

I need a move set for my speed Ev and Sp.Atk ev trained raichu (he already has Volt tackle)

Volt Tackle uses Raichu's attack, not special attack. Since you EV trained Raichu in special attack, and assuming the nature also benefits special attack, I would use the Choice Specs Raichu (Thunderbolt, Hidden Power Ice, Grass Knot, Focus Blast), which means getting rid of Volt Tackle. Alternatively, you could replace Grass Knot and Focus Blast for Nasty Plot and Encore, but setting up Nasty Plot in the OU environment isn't easy.

Nasty plot,grass knot,thunderbolt,hidden power(ice). Spec atk evs are useless with volt tackle...

Keep track of its IVs. There's a guy in the game that tells you what your current hp is.
