Bingo Bingo monsters?

So from what I've seen, monster level definitely affects the drop rate of the Bingo Etc belt thingers. Is there anything else that limits this? I killed maybe 300 Octopuses (just 'cause my Lv79 Marauder was in Kerning), and didn't find a single one. Got on my Lv39 Blaze Wizard, and killed Cold Eyes for 15 minutes, and found all 20. Are the monsters specific to my level range, or something? Any answers would be appreciated, thanks. ;3 EDIT: Are Singapore monsters also offlimits? Tried killing them for awhile, and didn't find anything.

Your level effects which monster will drop the item you need. My level 44 aran needed red belts which the new kerning mall monsters dropped. I recommend hunting down some monsters closer to your level
