This is my first outlaw getting 2 3rd job and i thot i had everything figured out as far as not screwing my char up goes. However, do outlaws really need elemental bullets (blaze/glaze capsules)? Will I be terrible without them? Also, I have tried searching for them 4 hours in the fm and checking basil everyday. There are never any. Are they really that hard 2 find? If i do need them, how many will i need of each? How much will it cost me? (If it matters, I am maxing ice, not fire.) thx. ~

If you're not following a build that is based on training with those skills (a kent or goby build), then you certainly don't need a blaze capsule, and a glaze capsule is optional. The extra damage on ice splitter can be helpful, but is not necessary. Also, you'd only need 1 glaze capsule, or 2 at most.

You dont need any, but if you want a get a glaze capsule for like 20mil-ish

Personally, I think glaze/blaze capsuls are a waste of money. At third job you really dont need flamethrower and ice splitter to train, you only use ice to freeze stuff and the real dmg come from your trple fire. You'll be sniping newts for most of your outlaw lvls and all you really need is ice and burst fire, the flamethrower ice combo really isn't that helpful.
