Which quest do I do to buy icies for 2k and where do I start it? What level do I have to be?

Also, where do you go to find that NPC? you can buy all cures, ciders, diamond arrows, i have to check back and for the map, Start at haunted house.. go in the rightmost portal in that map, the next map is called "Bent Tree". In Bent Tree, go in the portal straight on top of you.

I've killed around 30 and only got 3, they also have a horrible spawn rate n stuff..
