Uh, he goes to another town to get shaved. I know this is a trick question sort of thing, but i suck at them! Or i guess "the people" could shave him, you don't have to be a barber to shave. They just don't shave themselves?

Anyone from town can shave him. You don't have to be a barber to shave someone (just might not do a super duper job.)
