if u have a lvl20 theif, can u still create a cygnus using it or do you have to have an account that isn't any job?(look on nexon teaser "how to become cygnus knight")

No, you don't need an account that isn't any job. You can make a Cygnus Knight with any job you want, it just has to be level 20+.
