Scenario: You show up at the scene of a crime, a girl was murdered and <blocked word>, she's heavily scarred and all the collected evidence points to a group event. the local gangsters have been arraigned, but a few have not yet been imprisoned and 5 are let off without a hitch. 1 of the 5 commits the same crime to his mother and sister the next week, he is certified for 50 to life, but the cops can't catch him and lack prosecution evidence. You catch on to his whereabouts, and have him trapped in an apartment near the city. Local forces have not yet arrived, and your partner was shot.
