yes, it is quite a common occurnece that NLC gacha gives alot of under avrge weps and then someone will get a perfect wep. Like someone got a 41 atk green rab.

lol its not quite too common when my friends gach. they usually get slightly abv avg weps (meaning 1 or 2 higher than avg but still in avg range)
