question on titanium earrpiece

quick question: the quest where u get 100 intelligence documents in order to get the titanium earpiece, where do you get it from? because i have been talking to agent c many times, but he only takes 5 and gives me a crap earpiece. Please help me on where to turn in the 100 to get the titanium. NOte: yes i do have 100 in my inventory

You have to keep handing them in 5 at a time. When your total number of 'Intelligence Documents' handed in reaches 100, he will give you the Titanium Receiver instead of the Old Receiver.

Talk to him OVER and over again..Just wait like 2 seconds each time, the bulb always appears, empty your equips slot and jack it up with them dub'z, Word.

You have to turn in 100 on those scrolls, or get 20 Old Recievers

You keep on giving him the scrolls until you've finally given him 100. Then he'll give you the Titanium Receiver.
