go to the portal at the most right of the map. Get a party to 3-6 people(make sure u get a cleric) and make sure none of them are Knights of Cygnus if not the NPC won't let u go in

Yes, go all the way to right from main Ellin town. It took me a while to figure this out also... I accidentally went to the left instead and went all the way to a dead end and had to come back again .. ( no return scrolls on my mule T-T ) At above: Ellin is at the top of Helios tower in Ludi.

Go to the top of Eos Tower and press up at the crack to get to the Elin PQ place :D P.S, the top of the tower is shaped like a bunny.
