I have 90k rep and want to use it on 2x exp. Are you only allowed to use each benefit once a day?

yeah once day, 2x for party is 5k rep (30min) 2x party drop 4k rep (30min)

When you add a junior (lower level than you - maximum 20 level difference between you and your junior), you become their senior. And a higher level can add you as a junior and so on. When juniors train or level, they give reps to their seniors. You can also get rep from your junior's juniors XD.
