WE SAY IT TO EITHER RIP OFF PEOPLE WHO DON'T KNOW THE PRICE OR TO TRY TO GET THE BEST DEAL WE CAN.

Meh, Sellers say Offer Because they Want to Either Lower Or Make The Price go Up. I Mean There are two Point of views here, the buyer wants to get the item for a cheap price and the Seller wants to make Profit. With that, you can say that both sides would want the to have the advantage to make the other side have the advantage. It can go on with the '' You Offer''s, then after that it just turns in to a game of patience. Sometimes, You Have to Pressure the other side to Offer First, THEN you take full control :D.

If I'm asked to offer, I'll always offer at the price I really want to buy the item at. This is usually lower than the average price for the item but it wouldn't make sense to make a buying offer any higher, since you have no room to bargain. However, most sellers are noob traders and are just waiting for some idiot to offer more than they want for the item and rather than negotiating they just close the trade window. I feel that if you are looking for a particular price for your item, tell that price to your potential buyer. If it's a fair price they might accept or make you a lower offer. Anything less than that and you're wasting everyone's time. People should get a second "fame" that you can rate them as a trader. What do you think of that?

Well you don't see a customer(buyers) offering a price at a store. The store owners(sellers) set the price of their merchandise.
