Only Asians in rural areas do it (at least, that's how it is in the Philippines). It would be like killing a wild animal and eating it. My friend is Philippina and they have an canine-eating-related running joke constantly going on.

Ya, it's considered something like a delicacy or whatnot. The dogs selected to be killed were raised essentially the same way you have other livestock raised for human consumption. The main reason that this practice is viewed poorly upon is because of how dogs (and other pets) are viewed as human companions.
