Does a basilbot send you a message if your avatar is rejected? I've been waiting nearly 2 weeks and nothing. Or is he just busy?

Sometimes it does, sometimes it doesn't. If it doesn't say that your character is being verified, it either got rejected at some point or accepted. If it's not there, it got rejected at some point.
