It is included with the skill list, but where or how is Pirates Rage obtained? link

It's a quest you start at the chief of leafre i believe. You need to give miniature pianus to karta(sp?) the sea witch to get in a special map, then kill monsters for some rocks. You also need to kill griffy somewhere in the quest line. Try google.

Check your availabe quest. It should be under jobs sub-title.
