I can't upgrade my maple cape to lvl 70

I already went to alcaster with a lvl 40 and still no avail what i'm missing? i have 68 snow silks and 3K maple leaves do i need to be lvl 70+?

Did you start the quest? You need to be level 65+ to talk to Lisa for the quest for Lvl 70 Cape.

Also, make sure you dont have it equipped.
