A hacker? Or just REALLY lucky?

Tbh, I'm kinda unsure whether or not to post this. Well, I just hit level 100, and, since this it was the last chance I had to ppq, I decided "why not?" It was morning, and there weren't many people around. I managed to get 2 more people and started one of my last pqs. We had a level 100 priest (me), a level 7X I/l, and a 7X dit. During the second pq with this group, during the boss, I noticed that the boss missed the I/l 13 times in a row and hit 1 the 14th time. I don't know if it was lag with the bosses summons that hit 1, but still found it strange that he was missed so much. My base luk is 79(I know it's high) and I assume that the I/l's couldn't have been much higher. with bless, I estimate his avoidability to be no more than 100. Was I right to report him? Any thoughts?

He a hacker lolcakz. I'm level 168 and I've never been missed 13 times in a row. The only chance that may have happened would be snails. But even then, I'd probably be attacked every 8th time or so.
