Does 999 avoid mean that no monster can hit you?

I'm pretty sure that they can still hit you but a very small small possibility that you will get hit.

No I've seen Shads with 999 Avoid+Maxed shifter getting hit once in a while by higher levelled bosses such as Bigfoot, Zakum, RGTS, Mano (No typo here), Chaos Zakum etc.
