godly liu bei dagger?

stats are 90 weapon attack +9 luk +3 dex potential stats are +6 weapon attack and +4% damage. is this godly or semi godly? its a lvl 53 dagger btw and basically 96 weapon attack. someone was willing to buy it for 200mil as well. can i also get a p/c if possible, thanks Edit: it was potentialed a 4th time and is now 92 weapon attack screenshot below http://s1210.photobucket.com/albums/cc413/yomamma11344/?action=view¤t=LiuBeidagger.jpg
