IP Block means that you can only enter with an South-East Asian IP.

Well, unless you signed up for maplesea 3 years ago, playing maplesea won't be worth it. The content is basically the same, and you will lag like hell, especially since you live in the US. But if you insist, maplsea implemented a block 3 years ago that prevents a person outside their licensed region from playing. Since they implemented this IP block, you will need a proxy, and change your IP to a malaysia/Singapore IP address. I am not going to help you out with this, because it is probably illegal. And, like I said earlier, it isn't worth it. There are hardly any differences between SEA, and global.
