It all depends on whether it's fresh water or salt water. Assuming that thirsty = water deprived, then salt water fish CAN get "thirsty" - too low of a salt content in their blood will make water leak out - and vice versa same thing with fresh water, but vice versa again

Water volume within the fish is controlled involuntarily. So unless their nervous system is malfunctioning, the amount of ions within the fish's cells should retain the proper amount of water.

If you throw a fresh water fish into salt water I don't think it'll be able to handle it lol. So it can be dependent on the environs as well
