Decent -skill- Level req?

Does your equip have to have a certain level requirement to get a "Decent" skill? If so, what level would that be?

70+ Pants= Decent HB 70+Hat= Decent Mystic Door 70+Shoes= Decent Haste 120+Gloves= Decent Sharp Eyes

no decent haste is 30+ i saw a ss of purple snow shoes with haste

I believe you could work something out with high 5 stamps Above Common purple snowshoes are lvl 80.
