2 lines CHTP or 3 lines HTP

Hi :] Just wanted to ask you guys for an opinion on which one is better damage wise and/or money wise. Chaos horntail pendant with 2 lines of potential (1.2b) or Normal horntail pendant with 3 lines of potential (800m) Thanks ^^
