You need to have accepted the 'Is This A Dream?' quest.

No, you do not acquire the medal by completing the 120+ Visitor PQ. The only way you can acquire the medal is to have the "Is This a Dream" quest in your quest catalog, and completing it in Omega Sector.

No you can't When you complete the 120 PQ, you do not gain access to future bing's cube, thus you can not continue the quest line If you have the "Is this a dream" quest IN PROGRESS you can meet bing in Omega Sector to get the medal. And NO, you can not receive the quest anymore, EVER
